Nokia rejects criticism from former Bell Labs President

Reacting to criticism from Marcus Weldon, former President who left in 2021, Nokia affirms commitment to Bell Labs future.

Nokia has rejected allegations that it is de-valuing the heritage of its storied and multiple-Nobel winning Bell Labs research arm, following criticism of its current management from a recent ex-President of the organisation.

In a LinkedIn post published on 26 August, Nokia’s ex-CTO and President of Bell Labs expressed his concern at Nokia’s current management of Bell Labs.

Weldon alleged that by his calculations staff numbers at Bell Labs are now half what they were when he left his post five years ago. Weldon describes that as “both shocking and unprecedented”. He did also qualify that as Nokia does not make staff numbers public, this number is his best guess based on his observations on LinkedIn posts. This article published in 2025 said that there were 1,000 staff working at the Murray Hill, NJ HQ, compared to a “heyday” of 6,000 – although it did add that many more staff work in other locations globally.

Weldon also said that Nokia’s discontinuation of the President title for the head of Bell Labs reflects “a desire by the current corporate leadership to erase the history of the organisation.” Additionally he alleged that a series of panels of former Presidents has been removed from its location within the New Jersey HQ.

Both acts, he said, could be interpreted as a sign that Nokia current management is insecure about Bell Labs’ illustrious past. Finally, he relayed an anecdote that a senior Nokia exec had recently claimed that Bell Labs  “hasn’t achieved anything notable in 15 years.”

Although an independent assessment of Bell Labs’ achievements over the past 15 years is well beyond the scope of this article, just in the wireless area the Labs could certainly point to work in Massive MIMO, led by Tom Marzetta, not to mention its many contributions on the 5G air interface stack, such as on LDPC channel coding. More recently Bell Labs has led and demonstrated work on developing an AI/ML-defined native air interface ahead of 6G standardisation.

Nokia’s statement

Contacted by The Mobile Network, Nokia didn’t provide any clarification on current staffing levels or address Weldon’s remarks on the Presidential title and panels. However, it did provide a statement in which it outlined its ongoing commitment to Bell Labs.

“Nokia Bell Labs remains a deeply important part of Nokia, with a long track record of turning world-class research into technologies that deliver commercial impact and move our industry forward.

“Today, we are entering a new chapter under Guru Parulkar’s leadership, bringing our research teams together with a unified focus on breakthrough science and technology for the AI era, in line with Nokia’s long-term strategy.”

Nokia acquired ownership of Bell Labs as part of its acquisition of Alcatel-Lucent, which completed in 2016. Alcatel-Lucent by that point owned Bell Labs after the research division had passed from its original AT&T home to Lucent, and then Alcatel-Lucent.

Weldon himself worked at Bell Labs from 1995-2005, before later being appointed President of the organisation in 2013, after joining Nokia from Alcatel-Lucent, where he had been CTO since 2009.

As well as his professional concerns, Weldon clearly has an emotional connection to Bell Labs, describing it in a past post as “the intellectual home I had always been seeking and never found anywhere else, a place full of unfathomably intelligent and curious people (in both meanings of the word), with a boundless passion for asking ‘why not’ and inventing the future.”

Ironically, at almost the same time as Weldon was expressing his current concerns about Nokia’s priorities for Bell Labs, Nokia’s Pallavi Mahajan, Chief Technology and AI Officer, a post that includes oversight of Bell Labs, was extolling a nostalgic blog post by renowned Bell Labs researcher Roberto Pieraccini centred on his recollections of the same intelligent and curious people of Weldon’s memory.

Mahajan wrote: “This wonderfully nostalgic profile of Bell Labs is a reminder that breakthroughs rarely come from conventional thinking. Progress flourishes when curious people are given the space to explore, question assumptions and pursue hard problems.”

Just last month, Mahajan also praised Bell Labs publicly in an interview with Fierce Wireless, describing it as a “secret weapon” whose testing had been central to Nokia’s AI-RAN development, including proving its recent spectral efficiency claims.

As per Nokia’s statement to TMN, the current Head of Bell Labs is Guru Parulkar, who joined only this summer, following a period of a joint Presidency shared by long-time Nokia research leads Thierry Klein and Peter Vetter. That joint Presidency reflected a reorganisation of Bell Labs research into Core Research and Solutions research. It is the Core Research group that is leading on 6G and optical technology, while the Solutions group looks at AI, automation and software systems. For his part, Parulkar said in a recent LinkedIn post that he has been taking time to learn about all the capabilities that lie within Bell Labs, and that although the legacy is “inspiring”, what he is excited by is the concentration of capabilities “spanning materials, devices, photonics, integrated circuits, computing platforms, radio systems, AI, software, networking, and quantum technologies”.

He said that few organizations possess meaningful expertise across so many layers of that stack.

“That is why I increasingly think of Bell Labs as one of Nokia’s Deep Tech Research and Innovation Engines for the AI era,” he wrote. With long spells at Stanford and a recent stint at Intel, as well as a board position at ONF on his resume, Parulkar has not yet updated his LinkedIn profile to reflect his (seemingly now controversial) job title at Bell Labs.

Parulkar will also be overseeing a relocation of Bell Labs’ US HQ from its Murray Hill behemoth to a smaller facility at New Brunswick, New Jersey, which is scheduled to complete by 2028. Whether the Presidential plaques are mounted in the new facility remains to be seen.
